Growing GTM orgs often write the charter and stop. The document names audiences, services, investments, and success metrics. Six months later, sellers still invent talk tracks in Google Docs, and enablement cannot see who practiced the messaging the charter funded.
What the 2017 study said
The 2017 CSO Insights Sales Enablement Optimization Study treated planning rigor as a hierarchy: random projects, informal understanding, a formal documented strategy, and a formal approach with a dedicated charter. Quota attainment rose as organizations moved up that ladder. The largest step sat at the charter: a 27.6% improvement versus the 57.7% study average.
CSO Insights also noted that charter adoption was easy to skip under hiring pressure. The share of programs that set priorities from a formal charter fell from 15.3% in 2016 to 13.1% in 2017. The organizations that kept the charter saw the performance gap. The ones that deferred it paid for speed with inconsistent seller readiness.
What the 2018 follow-on added
In Sales Enablement Grows Up (2018), CSO Insights reported that more than half of study participants (50.5%) ran enablement formally, with or without a charter. Formality alone nudged win rates. Adding a charter magnified the impact to a 59% win rate in that year’s analysis, an additional 7.8 points versus formal-without-charter. Organizations that met or exceeded expectations for enablement were far more likely to run a formal approach.
The charter, in these studies, is executive alignment on paper: vision, goals, audiences, services, investments, and how success gets measured. It is the “what.” It does not, by itself, put competitive traps into a seller’s working memory.
Study materials keep the charter
A charter that lists “competitive readiness” as a service still fails if sellers only open the battle card the night before a deal review. Retrieval practice turns charter services into daily behavior. Cards cover the ICP, objections, and talk tracks the charter said matter. Rankings show who practiced. Admin dashboards show whether the domain is using the deck the charter funded.
Fast-growing teams feel this most. Headcount rises faster than tribal knowledge can be passed by shadowing. The charter prevents enablement from becoming a pile of one-off requests. Study materials prevent the charter from becoming a PDF nobody drills.

Write or refresh the charter with CRO and enablement sponsors. Name the three seller behaviors that would move quota this year. Convert each behavior into a small card set. Measure practice weekly. Report practice next to the lagging metrics the charter already tracks. CSO Insights connected charter formality to quota and win rate.
